The marketing of construction products in Europe requires CE marking certificates for products subject to the 1+, 1 and 2+ systems of constancy of performance assessment under the Construction Products Regulation (CPR) n°305/2011. Presentation of the certification process

CE certificates of constancy of performance (system 1) or factory production control (system 2+) issued by LNE provide proof that your construction products comply with the requirements of European Construction Products Regulation (CPR) No. 305/2011 and the associated harmonized standard in which all the requirements to be met are described.

LNE is empowered to intervene as a notified body* under the CPR and certifies a wide range of construction products:

  • System 1 for wall coverings, stretch ceilings, etc.

  • System 2+ for domestic and industrial flues ducts and waterproofing membranes.

CE marking and UKCA marking

Through its subsidiary LNE-GMED UK Approved Body (UKAB 8521*), LNE is able to deliver UKCA marking for construction products.

To enable you to put on the market your products on both European and UK markets, LNE carries out a joint assessment in accordance with the Construction Products Regulation n°305/2011 and amendments UK 2019 n°465 and UK 2020 n°1359 as well as the applicable designated product standards.

Defining the system of assessment and verification of constancy of performance 

Prior to applying for certification, the manufacturer must determine the system of assessment and verification of constancy of performance (SAVCP) to which its product is subject in order to determine the applicable requirements. The system of assessment and verification of constancy of performance defined by the mandate and the harmonised standard associated with the product. It takes into account the characteristics of the product, the way it is manufactured and its application.

Identifying the system of assessment and verification of constancy of performance of the construction product allows the manufacturer to identify the conformity assessment procedure to be applied, i.e. the route to follow in order to meet the applicable requirements and thus demonstrate the conformity of the product with the Construction Products Regulation.

Defining and applying a conformity assessment procedure

In order to demonstrate the conformity of its products before placing them on the market, the manufacturer must apply a factory production control expected under the conformity assessment procedure. Once its factory production control is defined in accordance with the required assessment criteria, the manufacturer shall fulfil the corresponding requirements and ensure that evidence of conformity is available.

While some construction products may be subject to self-declaration by the manufacturer (system 4) or to testing in a notified laboratory (system 3), the other AVCP systems (system 1+, 1 and 2+) require the intervention of a notified body whose task is to assess the factory production control set up by the company against the conformity assessment requirements and to determine the performance of the product-type by testing, if applicable.

Based on the results of the conformity assessment and the determination of the performance of the product-type, if applicable, a certificate is issued. The certificate is a requirement before the construction product(s) concerned can be placed on the market.

Once certification has been issued, LNE carries out surveillance activities, following an organization similar to that described above. The services are carried out taking into account the manufacturer's strategy for placing its products on the market, changes in its factory production control system or its products, the results of services previously carried out and changes in regulations and standards.
